The Fédération Internationale de Volleyball (FIVB) is the global governing body for volleyball and is made up of affiliated National Federations. A country does not simply become an FIVB member because volleyball is popular there. The national volleyball organization must request affiliation and meet the conditions established by FIVB. The affiliation is granted through a formal decision under the FIVB Constitution.
FIVB currently has 222 National Federations across its continental structure. These federations represent volleyball at the national level and work with FIVB and their respective continental confederations. Becoming affiliated gives a National Federation a formal place within the international volleyball system.
ESTABLISHING A NATIONAL FEDERATION
The first important step is having a recognized National Federation that can represent volleyball in the country. FIVB membership is based on the affiliation of a National Federation rather than simply the country itself. The federation is responsible for administering and developing volleyball within its national territory. It also needs to operate within the framework of the FIVB Constitution and regulations.
A National Federation should therefore have an organized structure and the ability to manage volleyball activities nationally. It may organize competitions, develop athletes, support coaches, and coordinate national teams. The federation also needs to follow the rules and decisions of the relevant volleyball governing bodies. These foundations help ensure that the organization can participate responsibly in the international volleyball community.
SUBMITTING A REQUEST FOR AFFILIATION
According to the FIVB Constitution, affiliation to FIVB is granted at the request of a National Federation. This means the federation must formally seek membership rather than receiving it automatically. The request is considered under the conditions and procedures established by the FIVB Congress.
The application process allows FIVB to determine whether the federation meets the required conditions. The FIVB Board of Administration may accept an affiliation on a provisional basis while waiting for ratification by the Congress. This provides a formal process for handling new affiliations. The exact application requirements are governed by the FIVB legal framework and applicable procedures.
MEETING FIVB MEMBERSHIP CONDITIONS
A National Federation must meet the conditions for affiliation established by FIVB. These conditions are important because membership comes with rights as well as responsibilities. A federation that stops fulfilling the required conditions can lose its rights until the conditions are satisfied again. This shows that FIVB membership requires continued compliance rather than a one-time approval.
The federation must also respect the FIVB Constitution, regulations, and official volleyball rules. These documents provide the legal and sporting framework for volleyball activities under FIVB. The current FIVB legal framework includes the Constitution, General Regulations, Sports Regulations, Event Regulations, and other regulations.
UNDERSTANDING THE CONTINENTAL STRUCTURE
FIVB organizes its National Federations through five continental confederations. These are AVC, CAVB, CEV, CSV, and NORCECA. The continental structure helps coordinate volleyball activities according to geographical regions. FIVB currently lists 222 National Federations within this global structure.
A National Federation therefore operates within both the global FIVB system and its relevant continental structure. Continental confederations are responsible for supporting their National Federations and organizing continental competitions. They also help ensure respect for FIVB rules and decisions in their geographical areas.
RECEIVING APPROVAL FROM FIVB
The FIVB Congress is the supreme authority of the organization. Under the current Constitution, affiliation is granted by a decision of the Congress. The Board of Administration can provide provisional acceptance, but this remains subject to Congress ratification.
The Congress is made up of affiliated National Federations that are in good standing with FIVB. It meets at least every two years under the Constitution. This structure means that new affiliation is handled through FIVB's formal governance system rather than through an informal agreement.
PAYING THE ANNUAL MEMBERSHIP FEE
An affiliated National Federation has financial responsibilities toward FIVB. The Constitution states that each National Federation must pay an annual fee, with the amount and conditions established by the Board of Administration and ratified by the Congress. Financial obligations are therefore part of maintaining an active affiliation.
Meeting these obligations is also connected to a federation's status within FIVB. National Federations that are in good standing can participate in the Congress with voting rights according to the Constitution. This means maintaining membership involves more than obtaining initial approval. Continued compliance with financial and organizational responsibilities is important for maintaining membership rights.
FOLLOWING FIVB RULES AND REGULATIONS
After becoming affiliated, a National Federation must operate according to the applicable FIVB rules and regulations. These rules cover many areas of international volleyball, including competitions, sports administration, discipline, finances, and other activities. The FIVB Constitution serves as the organization's supreme legal text.
Following these regulations helps create a consistent international volleyball system. National Federations are expected to respect FIVB decisions and official rules. They also work with their continental confederations to support volleyball development. This cooperation allows national, continental, and global volleyball activities to function within a common framework.
MAINTAINING GOOD STANDING
Becoming an FIVB member is not the end of the process. A National Federation must continue meeting the conditions of affiliation to retain its rights. The FIVB Constitution specifically states that a federation that no longer fulfills the required conditions can lose its rights until those conditions are met again.
Good standing is also important when participating in FIVB governance. National Federations that have fulfilled their financial commitments and are not under suspension can participate in Congress with voting rights under the Constitution. This encourages federations to maintain their responsibilities over time. Active and responsible membership helps strengthen the overall international volleyball system.
BENEFITS OF FIVB AFFILIATION
FIVB affiliation connects a National Federation to the global volleyball movement. It provides a formal relationship with FIVB and the relevant continental confederation. National Federations can also participate in international volleyball structures and programmes according to applicable regulations. This creates opportunities for cooperation and development.
FIVB also provides development support to its National Federations through programmes such as Volleyball Empowerment. Available support can include coach development, volleyball equipment, and knowledge transfer programmes. FIVB states that application-based support is available to all 222 National Federations in its current categories.
CONCLUSION
A country becomes part of FIVB through its National Federation, which must formally request affiliation and meet the conditions established by the organization. The affiliation is granted by the FIVB Congress, while the Board of Administration can provide provisional acceptance pending Congress ratification. The federation must also meet financial, organizational, and regulatory responsibilities.
After affiliation, the National Federation must continue following FIVB regulations and maintain the conditions required for membership. It also becomes part of a wider structure involving FIVB and its continental confederations. Through this system, countries can contribute to and participate in the international development of volleyball.
